VietNamNet Bridge – A team was set up on Tuesday to inspect land-use activities in Zone 9, a popular entertainment complex on Ha Noi's Tran Thanh Tong Street.
Zone 9 is closed after fatal fire
|
It is led by Deputy Director of Ha Noi's Natural Resources and Environment Department, Nguyen Huu Nghia.
The inspection of the complex, which closed in late December after a fatal fire that killed six people, will be conducted within 30 days of a decision by the municipal People's Committee.
The decision outlines that the inspectors will investigate the implementation of the Land Law by tenants Central Pharmaceutical Joint Stock Company No 2 and Binh An Investment and Development Joint Stock Company.
An advisory report will be sent to the committee after the investigation.
The Central Pharmaceutical Joint Stock Company No 2 was initially assigned to manage and use the land at Number 9 Tran Thanh Tong Street.
Following a decision to remove the factory from the company's possession, the committee assigned Binh An Investment and Development Joint Stock Company to construct a trade complex and office building in Number 9.
The land was later transferred from the Central Pharmaceutical Joint Stock Company No 2 to the Binh An Investment and Development Joint Stock Company in October 2012.
When legal procedures stalled the establishment of a trade complex, Binh An Investment and Development Joint Stock Company engaged with Tien Bo Development Joint Stock Company to lease the land under an agreement with Thanh Dat Real Estate Consultant Co Ltd.
The real estate company later engaged with contractors and the land was transformed into the famous entertainment complex known as ‘Zone 9'.
The investigation will attempt to establish the responsibilities of individuals and organisations involved in the closure and recommend disciplinary action to the committee.
