On the morning of April 10, the 11th Plenary Session of the 13th Party Central Committee officially opened in Hanoi.
The Party Central Committee convened at the main hall. General Secretary To Lam delivered the opening remarks. President Luong Cuong, Politburo member, presided over the session on behalf of the Politburo.
The Central Committee addressed several personnel matters, including:
Approval for Nguyen Van Hieu, an alternate member of the Party Central Committee and Deputy Head of the Central Propaganda and Mass Mobilization Commission, to resign from his position as an alternate member of the 13th Party Central Committee.
During his tenure as Secretary of the Can Tho City Party Committee, Nguyen Van Hieu violated Party regulations and State laws while performing his duties, particularly in anti-corruption and anti-waste efforts.
He breached rules on Party member conduct and exemplary behavior, resulting in serious consequences, public backlash, and damage to the credibility of the local Party organization and government.
The Committee also decided to discipline Truong Hoa Binh, former Politburo member, former Deputy Secretary of the Party Civil Affairs Committee of the Government, and former Permanent Deputy Prime Minister, by stripping him of all Party positions.
While serving in his roles, Truong Hoa Binh committed serious violations of Party regulations and State laws in fulfilling his responsibilities, particularly in the fight against corruption and misconduct. His actions severely impacted the Party’s and the State’s reputation and sparked significant public criticism.
The Central Committee then met in groups to discuss the continued restructuring and organization of the political system, as well as administrative units and two-tier local government structures. Discussions included eight proposals and accompanying reports:
A report on restructuring the political system based on Conclusion No. 127-KL/TW, issued on February 28, 2025, by the Politburo. The Secretariat submitted this report to the 11th session of the 13th Party Central Committee.
A proposal on reorganizing administrative units at all levels and establishing two-tier local government models.
A proposal on streamlining the structure of the Vietnam Fatherland Front, mass organizations, and associations assigned tasks by the Party and State (at central, provincial, and commune levels).
A proposal to further restructure and streamline the People’s Court system to enhance efficiency and meet the demands of judicial reform under current conditions.
A proposal to continue reorganizing and streamlining the People’s Procuracy without maintaining district-level units.
A proposal regarding the organization of the Party system at the provincial and commune levels.
A proposal to review, amend, and supplement the Constitution and State laws to support the political system’s structural reform.
Draft regulations on implementing the Party Charter and draft regulations on Party inspection, supervision, and disciplinary procedures.
