VietNamNet Bridge – The Communist Party of Viet Nam's Central Committee (CPVCC) began its seventh conference in Ha Noi yesterday, May 2, presided over by General Secretary Nguyen Phu Trong.

During the ten-day event, CPVCC members will consider ways to perfect political systems from the central to grassroots levels and protect natural resources and the environment. They will also discuss a variety of issues, including mass mobilisation, climate change, and the amendments to the 1992 Constitution.

Addressing the event, Trong said that the implementation of the CPVCC's resolutions and conclusions needed a thorough review, which would highlight both its strengths and shortcomings.

Trong stressed that in order to increase relations between the Party and people, the Party must look after the people's material and spiritual lives, respect and uphold their rights and make both Party organisations and local authorities transparent. This, he said, would prove the Party was worthy of its position as a loyal leader and servant of the people.

As for the draft amendments to the 1992 Constitution, Trong said Party members, officials and people from all walks of life had actively contributed their ideas to the document, indicating its democratic nature.

The Party chief also asked CPVCC members to examine a report on the draft amendments in the spirit of acquiring sound opinions, maintaining issues of principle at the core of the State and political regime and affirming that the law-governed socialist State remained of, by and for the people.

In response to Party building efforts launched over one year ago, the Party leader praised the Party Committees and other relevant entities for recognising the need for further reforms that would make the Party increasingly transparent and strong.

Despite the challenges it faced, the Resolution of the CPVCC's fourth conference last year fulfilled the socio-economic goals it was intended to, he said. It sustained macro-economic stability, tamed inflation and ensured social welfare while strengthening national defence and security, maintaining social safety and order and improving Viet Nam's prestige and position in the international arena.

In terms of personnel planning for strategic-level positions, Trong said the Politburo had promptly submitted a plan for the CPVCC, Politburo, Secretariat and key Party and State positions for the 2016–2021 tenure and following tenures.

Trong added that coping with climate change, natural resources management and environmental protection was a necessary part of the sustainable development of every nation. He asked the delegates to produce sound and timely guidelines on this issue to realise the 11th National Party Congress's stance on sustainable development for socio-economic development into 2020 and beyond.
