At the talks, delegates from both sides discussed issues of cultural propaganda such as opening the column "Lao Cai Window", "He Khau Window" on the Information Portal for the people of both sides better understand each other's socio-economic development situation.

On October 15, at the 5th talks, round 2 on cultural propaganda work between the Propaganda Department of the Lao Cai City Party Committee of Lao Cai Province (Vietnam) and the Propaganda Department of the Dao Autonomous District Party Committee of Hekou Province (China), representatives from both sides discussed issues of cultural propaganda such as opening the column "Lao Cai Window" and "Hekou Window" on the Propaganda Information Portal of the two sides so that the people of both sides can better understand each other's socio-economic development situation.

The two sides agreed to strengthen exchanges and cooperation in the fields of propaganda, culture, sports, tourism..., and annually hold at least one talks on propaganda work. The specific time will be discussed and decided by both parties. They also agreed to promote the contents of the cooperation memorandum, especially promoting cultural and artistic exchange activities, to compile the book "Lao Cai (Vietnam) - He Khau (China) Civilization Handbook" in three languages (Vietnamese, Chinese, English) drafted by He Khau.

2023 is the first year that the Propaganda and Education Departments of the two sides organized two talks to coordinate and organize activities to innovate cultural propaganda and increase the bond between the two localities.

Next year (2024), many important political events will take place in both countries. This will be an opportunity for the Propaganda Department of Lao Cai City Party Committee and the Propaganda Department of Ha Khau District Party Committee to coordinate in implementing well the tasks assigned by the leaders of both sides, contributing to promoting socio-economic development of the two provinces of Lao Cai - Yunnan, two districts, and the cities of Lao Cai - Ha Khau.
