VietNamNet – On December 24, the National Assembly Law Committee held an explanation session on promulgating detailed text and instructing the enforcement of laws and ordinances issued from January 1, 2009.

Related to a number of recent regulations such as: Filling of parents’ names on ID cards, and vehicle ownership registration, Minister - Chairman of the Government Office Vu Duc Dam expressed the view that the Government is listening to the people to take the best feasible provisions, bringing benefits for the people.

At the session, many deputies suggested the Government to give opinions on some regulations which citizens have been interested in such as filling the parents’ names in ID cards, toll road traffic tax, and vehicle owner registration, and Minister – Chairman of the Government Office Vu Duc Dam explained his ideas on these issues.

According to Vu Duc Dam, the view of the Government is that in the forming process of the legally constituted state, many social relations gradually need to enforce laws, ordinances and texts guiding society. In recent years, many laws and ordinances have been issued, but many social relations have had no laws to adjust or have been adjusted but not close to reality. However, all spontaneous behaviours in society, especially the repeated behaviours over many years, so the promulgation of normative to adjust should always convinced.

In relation to recent issues attracting attention from the public, like the identity card issue, the Minister-Chairman of the Government Office, the appropriate authority (the Ministry of Public Security) has explained that these rules are to manage the society better. However, due to many different ideas on the question, the Government directed the Ministry of Public Security to pilot this programme and assigned the Ministry of Justice to consolidate the ideas of experienced lawmakers, the people, and especially of advanced countries.

Regarding the vehicle ownership registration, Vu Duc Dam said, vehicle registration is needed, because it would be much more convenient for property management, as well as in the fight against crime.

According to Mr. Vu Duc Dam, the important thing is that the people and society in collaboration with the Government and the National Assembly should take an interest in the mission of building laws. To this end, the Government directed the Ministry of Justice and the Government Office and investigating offices to listen the people’s ideas through the media.
