VietNamNet Bridge – Deputy Minister of Transport Nguyen Hong Truong has clarified that a recent circular issued by the Finance Ministry would not lead to an increase in road-use fees for motorbikes.

The clarification came after public expression of concern about budgeting for the increase road-use fees beginning this month under Circular 133.

The circular had been interpreted as requiring motorbike owners to pay what were once top-of-the-range fees.

Owners would pay VND100,000 (US$4.7) (previously VND50,000 to 100,000) per year for motorbikes of 100cc or under; and VND150,000 ($7) (previously VNS100,000-150,000) per year for motorbikes more than 100cc.

Truong said that the fees would not increase because the circular only rearranged the category of vehicles.

Earlier, motorbikes were divided into three groups: under 50cc; from 50cc to 100cc; and from 100cc to 175cc.

The new circular only cut one group, leaving two remaining: under 100cc and from 100cc to 175cc, Truong said.

The circular only dealt with fee ceilings, the Deputy Minister said, adding that provincial and city administrations would fix the charges in their localities based on actual conditions on the ground.
