VietNamNet Bridge – The $700 million Phuoc Huu wind power project in the central province of Ninh Thuan will be revoked after four years of delay.
VTV Online cited a source from the Ninh Thuan Province People's Committee as saying that the Phuoc Huu Wind Power Development Investment Company Ltd. has not yet completed the procedures for land and construction to start building the plant, four years behind the approved schedule. According to plan, the project must be completed within two years from the date of issuance of the investment certificate (21/8/2009)/
This violated the regulations on development and implementation of wind power projects and the power purchase agreement for wind power projects. The provincial authorities have assigned the Department of Planning and Investment to implement procedures to recover the project.
The project has a capacity of 50MW and the total capital of up to VND1,495 billion (over $700 million).
Ninh Thuan is rated as one of the areas with huge potential for very large wind farms with 14 wind potential areas of about 8,000 hectares, mainly in the two districts of Ninh Phuoc and Thuan Bac. The average wind speed measured here is 7.1 m per second, at an altitude of 65 m and wind density from 400 to 500 W per m2 or more, the highest in the southern region.
It is estimated that the wind potential of Vietnam (at the altitude of over 65 meters) reaches 513 360 MW, 200 times higher than the capacity of the Son La hydropower plant and more than 10 times over the total capacity of the power industry in 2020. However, according to experts, this potential is only in theory and it has not been fully exploited.
