VietNamNet Bridge – The government and National Assembly will issue 28 new laws to concretise and implement the 2013 Constitution's stipulations on human rights and citizen rights, Justice Minister Ha Hung Cuong said last Sunday.

Speaking at the "People ask, Ministers answer" programme of Viet Nam Television, he said priority will be given to drafting these laws so that they can be submitted to the National Assembly for consideration in 2015-2016. Some of the laws are expected to be adopted this year itself, he said.

Cuong emphasised that in order to ensure full-fledged implementation the 2013 Constitution, a concerted law-building effort will be required.

On the basis of the relevant National Assembly's resolution, the Government has worked out a plan to revise laws, ordinances, and other legal normative documents issued before the revised Constitution came into effect to ensure their compliance with the new charter, he said.

Significant progress

The Justice Minister remarked that the new Constitution marked significant progress in terms of understanding the theoretical as well as practical aspects of recognizing, protecting and guaranteeing human rights as well as the fundamental rights and obligations of citizens.

He noted that the chapter on human rights and citizens' rights has been moved up from fifth position in the previous charter to second place in the current one, right after Chapter I on the nation's political regime.

The new constitution clearly states that human rights and citizens' rights cannot be limited unless prescribed by a law deemed necessary to maintain social order and safety, or to ensure national defence and national security, the minister noted.

The revised Constitution came into effect on January 1, 2014. It has 11 chapters with 120 articles (one chapter and 27 articles lesser than the previous version).
