National Assembly Chairman Tran Thanh Man has directed the Legal and Judicial Affairs Committee to study and propose amendments to several provisions of the Constitution concerning the organization of the political system.

On the afternoon of March 4, Chairman Tran Thanh Man presided over a meeting reviewing the National Assembly’s activities in February and outlining key tasks for March and the following months of 2025.

At the meeting, Le Quang Tung, Secretary-General and Chairman of the National Assembly Office, reported that in February, the National Assembly Office actively and promptly devised organizational and structural plans.

This preparation ensures that once the National Assembly approves them, the related laws and resolutions can be implemented immediately.

Key tasks for March and beyond

Highlighting the National Assembly’s priorities for March and the subsequent months of 2025, Le Quang Tung emphasized that agencies must submit reports to the Politburo, the Party Secretariat, and the Central Steering Committee by March 15 regarding the review of Resolution No. 18.

This includes revising the Party Charter, regulations on implementing the Party Charter, disciplinary measures, and oversight responsibilities as per the Politburo’s Conclusion No. 127, issued on February 28.

In addition, agencies will study amendments to specific constitutional provisions related to the organization of the political system. Laws will also be reviewed and revised according to Conclusion No. 127, with a report submitted to the Politburo. The amendments and supplements must be completed by June 30.

The National Assembly’s agencies will work closely with government bodies to review and propose changes to relevant legal regulations.

This includes considering the elimination of intermediary administrative levels, restructuring communes in line with new organizational models, and merging certain provincial-level administrative units.

Historic decisions and institutional reforms

In his concluding remarks, Chairman Tran Thanh Man commended the National Assembly’s agencies for their significant contributions to the success of the Ninth Extraordinary Session, which resulted in many historic policy decisions.

"In my closing speech for the session, I emphasized that at crucial historical moments, we must make bold, transformative decisions for national development. The Party has set the direction, and once the Government presents its proposals, the National Assembly must immediately institutionalize them to facilitate governance," Chairman Man stated.

He underscored that streamlining and restructuring the political system represents a major reform. While substantial progress has been made, there is still a considerable workload ahead.

For March and the upcoming months of 2025, Chairman Man urged the National Assembly’s agencies to maintain their dedication, unity, and high sense of responsibility to successfully carry out their assigned tasks.

Specific assignments

The Chairman assigned the Deputy Secretaries of the National Assembly Party Committee to direct advisory and support bodies in promptly submitting reports to the Politburo, the Party Secretariat, and the Central Steering Committee before March 15 on the review of Resolution No. 18.

He also requested Vice Chairman of the National Assembly Nguyen Khac Dinh to oversee the Legal and Judicial Affairs Committee in reviewing and proposing amendments to specific constitutional provisions related to the political system’s organization.

Furthermore, he emphasized the need for coordination with government agencies to draft and amend legal documents addressing urgent administrative restructuring issues that require immediate attention.

These changes should account for unique circumstances rather than follow the general principles of previously issued legal documents by the National Assembly or its Standing Committee.
