The Standing Committee of the National Assembly has issued an official notice convening the 9th session of the 15th National Assembly.

The session will take place in two phases: the first from May 5 to May 28, and the second from June 11 to the morning of June 28.

The Standing Committee has proposed an agenda for the session and sought feedback from parliamentary delegations and individual deputies. It has also requested permission to revise certain session topics.

First, the National Assembly is expected to consider and decide on proposed amendments to several articles of the 2013 Constitution.

Second, lawmakers will review and approve 13 legislative bills aimed at continuing the reorganization of the political system’s institutional structure. These include the revised Law on Local Government Organization, the amended Law on the Promulgation of Legal Documents, and revised versions of the Laws on Cadres and Civil Servants, Inspection, Planning, Elections of National Assembly and People’s Council Deputies.

Also on the agenda are amendments to the Law on the Organization of People’s Courts, the Law on the Organization of People’s Procuracies, the Law on Handling Administrative Violations, the Law on the Vietnam Fatherland Front, the Trade Union Law, the Youth Law, and several legal procedures, including the Civil Procedure Code, Administrative Procedure Law, Law on Mediation and Dialogue at Court, Law on Juvenile Justice, Bankruptcy Law, Law on Organization of Criminal Investigation Agencies, and the Criminal Procedure Code.

The session will also review 11 other important legislative projects and resolutions, including: the amended Law on the State Budget; the revised Law on Atomic Energy; amendments to the Law on Economical and Efficient Use of Energy; the revised Enterprise Law; a resolution on establishing a financial center in Vietnam; a resolution on extending agricultural land use tax exemptions; a pilot resolution allowing the People’s Procuracy to file civil lawsuits to protect vulnerable groups or the public interest; amendments to the National Assembly’s session regulations; and a resolution to reduce value-added tax for the second half of 2025 and all of 2026.

The National Assembly will also deliberate the draft Law on Personal Data Protection. If eligible, it may be passed during this session.

Three bills will be withdrawn from the session’s agenda: the Law on Water Supply and Drainage, the Urban Development Management Law, and the revised Law on Civil Judgment Enforcement.

The timing for two legislative proposals - amendments to the Law on Product and Goods Quality and the Law on Science, Technology, and Innovation - will be brought forward for approval in this 9th session instead of the 10th.

Regarding the draft Law on Participation in United Nations Peacekeeping Operations, if discussions result in high consensus, it will also be passed during this session.

The session will include a review and vote on provincial-level administrative unit mergers. The National Assembly will also consider the establishment of the National Election Council, elect its chairperson, and approve nominations for vice-chairpersons and council members.

In addition, the legislature will evaluate proposed adjustments to the national land use planning for 2021–2030, with a vision to 2050, and consider investment approval for the Quy Nhon–Pleiku expressway project.

During a March 31 meeting of the Standing Committee to prepare for the session, the Secretary-General of the National Assembly recommended continuing the streamlined format introduced in the 8th session - minimizing the time allocated to presenting reports and proposals to allow more time for open debate and agency responses.

He also proposed that reports on thrift practices and gender equality targets for 2024 not be separately presented, but instead be discussed within the broader sessions on socio-economic development and the national budget.

The Secretary-General also recommended broadcasting live the National Assembly’s discussion in the plenary hall regarding the draft resolution to amend and supplement several articles of the 2013 Constitution.
