The National Assembly (NA) Standing Committee convened its 29th session in Hanoi on July 14 with NA Chairman Nguyen Sinh Hung in the chair.

During the three-day session, the NA Standing Committee will give opinions on key orientations for the building of the Law on Election of NA and People's Council deputies and amendments to some draft laws that were discussed at the 7th NA plenum such as the Law on Citizen Identity Card, the Law on Civil Status and the Real Estate Business Law (revised).

NA deputies will also spend time evaluating the outcome of the 7th plenum and give opinions on preparations for the 8th session of the 13th NA.

After the opening session, delegates debated the Draft Law on Citizen ID while emphasizing the need to build a separate chapter on a national database on population and personal identification numbers.

Regarding to regulations on personal identification numbers with 12 figures, some NA deputies suggested considering the digit number of personal identification numbers to facilitate the use of ID cards.

Drafting office representatives said that personal identification numbers are only natural numbers granted to each citizen without duplication. These numbers contain provincial administrative unit codes showing citizens’ birth place, year of birth and sex. Personal identification numbers with 12 figures are in line with the nation’s population size in both the short and long run.

NA Committee for Social Affairs Chairman Truong Thi Mai highlighted the Draft Law as a breakthrough in administrative reform but the NA Standing Committee asked drafting agencies to make a separate report on ensuring the feasibility of the Law in terms of infrastructure, financial resources and human factor.

The same day, the NA Standing Committee opined the Draft Law on Civil Status. Top legislator said that it is imperative to clearly stipulate what ministries and agencies will be responsible for managing national population database in the two draft laws.
