At an NA discussion on November 8, deputy Le Thanh Van said it is difficult for Vietnam to reach the expected economic growth rate of 3-3.5% this year. To achieve this goal, according to Van, GDP must grow by 8.6% in the last three months of the year.

"This is a challenging figure. Last year, when the Covid-19 pandemic was not as strong as today, we only achieved a growth rate of 2.91%. Given this year’s context, I am afraid that it is difficult to achieve 3-3.5 percent," said Van.

He said that the GDP growth target set for 2022 - 6.5% - should be assessed more carefully because the time from now until June 2022 will be the time for economic recovery, and after that it can develop.

Deputy Vu Tien Loc said that many big cities still focus on the processing and assembly industries, with low added value and a lot of labor. This causes overloading in the centers. He proposed new centers and urban chains in different urban areas, to create many new growth poles.

Regarding public investment, he proposed: “It is necessary to promote public investment in the form of public-private partnership. The state does not do it alone. State agencies are pushing difficulties towards people and businesses to keep themselves safe,” he commented.

Deputy Pham Van Thinh said that, in the current Covid-19 context, businesses proposed raising the ceiling of extra working time to 400 hours/year to help them fulfil orders for foreign clients in time, stabilize the global supply chain, and increase income for employees.

"Businesses earnestly want the Government and the National Assembly to approve this proposal soon. Otherwise, businesses will be very worried about being administratively sanctioned or having production suspended," Thinh said.

Deputy Trinh Xuan An said that spending on epidemic prevention and control and welfare has so far been nearly 100,000 billion VND. He proposed a mechanism to mobilize maximum resources from society, from people into economic activities, and to have stronger and direct support policies to deal with labor shortage.
