Preliminary findings confirmed the incident occurred at approximately 11:20 AM on April 11, along Truong Chinh Street, near Tham Luong Bridge in Dong Hung Thuan Ward, District 12.
By the afternoon of April 12, the woman was identified as N.T.K.N., 34, a resident of Vinh Loc B Commune, Binh Chanh District.
At the time of the incident, she was riding a motorbike with license plate 59NB-203.XX, without a helmet and while performing the stunts seen in the video.
Summoned by local authorities, N. admitted to being the person in the footage. She also submitted documentation confirming a mental health condition.
Further actions pending
A rapid drug test returned negative for narcotics. Authorities are continuing to coordinate with relevant agencies to determine appropriate penalties and assess potential legal consequences for the incident.
Police emphasized that such reckless behavior is a serious violation of Vietnam’s Road Traffic Law and presents significant risks to public safety.
The video has drawn strong public condemnation online, with calls for stricter enforcement to prevent similar acts in the future.
