The Ministry of Transport (MOT) has issued Circular 44/2024, detailing mechanisms and policies for managing domestic air transportation service prices and aviation-specific service fees. The circular, effective from January 1, 2025, introduces notable changes in airfare regulation.
The most significant update is the removal of the price range regulation, which previously included both ceiling and floor prices. Instead, the State now only imposes a price ceiling for domestic airfares.
Airfares are categorized based on the distance of flight routes as follows:
Routes under 500km for socio-economic development: These include routes serving remote, isolated, border, and island regions with limited competition (typically operated by a single airline). The maximum price is set at VND 1.6 million per one-way ticket.
Other routes under 500km: The ceiling price is VND 1.7 million per one-way ticket.
Routes from 500km to under 850km: The maximum price is VND 2.25 million per one-way ticket.
Routes from 850km to under 1,000km: The ceiling price is VND 2.89 million per one-way ticket.
Routes from 1,000km to under 1,280km: The maximum price is VND 3.4 million per one-way ticket.
Routes of 1,280km and above: The ceiling price is VND 4 million per one-way ticket.
The maximum airfare includes all costs passengers must pay for a ticket, excluding:
Value-added tax (VAT).
Fees collected on behalf of service providers, such as passenger terminal services and security assurance fees. These include fees for airport services and passenger and baggage security assurance.
Charges for additional services beyond the basic airfare.
For children aged 2 to under 12, certain service charges will be capped at 50% of the maximum prices.
Regarding essential services at airports, such as food items (pho, noodles, sandwiches), the circular allows enterprises to set their prices independently, provided they do not exceed 15% above the stipulated maximum prices.
