Minister of Ethnic and Religious Affairs Dao Ngoc Dung has signed Decision No. 89, outlining the allocation of responsibilities among himself and the deputy ministers. The decision took effect on March 7.

Minister Dao Ngoc Dung

As a member of the government and head of the ministry, Minister Dao Ngoc Dung is responsible for overseeing state management in the fields of ethnic affairs, beliefs, and religions.

He leads, directs, manages, and administers all functions, duties, and powers of the ministry. He is accountable to the government, the prime minister, and the National Assembly.

The minister directly oversees key areas, including strategic planning, policy formulation, institutional development, administrative reforms, and personnel organization. He also manages internal political security and presides over commendation and reward programs.

He directly supervises the Department of Personnel Organization and holds positions such as Chairman of the Commendation and Reward Council, Head of the Internal Political Security Committee, Head of the Administrative Reform Steering Committee, and Head of the Digital Transformation Steering Committee.

Additionally, Minister Dao Ngoc Dung serves as Deputy Head of the Central Steering Committee for National Target Programs and the National Program for Eliminating Temporary and Dilapidated Housing. He also participates in various government councils and steering committees as appointed by the prime minister.

Deputy Minister Y Vinh Tor

Deputy Minister Y Vinh Tor is responsible for party affairs, national target programs for socio-economic development in ethnic minority and mountainous areas (2021–2030), legal affairs, policy development, and administrative office operations.

He oversees the Office for Coordinating the National Target Program, the Legal Department, the Policy Department, and the ministry's administrative office. He is also in charge of monitoring ethnic and religious affairs in the Central Highlands and Southeastern regions.

Additionally, he participates in government steering committees, councils, and commissions as designated by the prime minister and the minister.

Deputy Minister Y Thong

Deputy Minister Y Thong is responsible for inspections, handling complaints and denunciations, international cooperation, public relations, press, and publications.

He supervises the Inspectorate, the Department of International Cooperation, the Department of Ethnic and Religious Communication, and the ministry’s press and journal divisions. He also oversees ethnic and religious affairs in the North Central and South Central Coastal regions.

In addition to serving on national committees and councils, he leads key internal ministry initiatives, including recruitment and human resources assessment, salary and promotion boards, disciplinary review boards, and the military command committee.

Deputy Minister Nong Thi Ha

Deputy Minister Nong Thi Ha is in charge of training and capacity building, the national program for eliminating temporary housing, administrative reforms, grassroots democracy implementation, and financial and asset management.

She oversees the Department of Planning and Finance, the Project Management Board, and five specialized educational institutions, including the Viet Bac High School for Ethnic Minorities and various pre-university institutions for ethnic students.

She monitors ethnic and religious affairs in the Northern Midlands and Mountainous regions. Additionally, she leads the ministry’s Women’s Advancement Committee and the Administrative Reform Committee.

Deputy Minister Nguyen Hai Trung

Deputy Minister Nguyen Hai Trung is responsible for religious affairs, science and technology, digital transformation, and the development of the ministry’s southern facilities.

He supervises the Government Committee for Religious Affairs, the Digital Transformation Center, and the ministry’s guest house. He also monitors ethnic and religious affairs in the Red River Delta and Mekong Delta regions.

Additionally, he serves on national committees and councils and acts as the Chairman of the Ministry’s Science Council.
