PVN is determined to operationalize the Long Phu 1 thermal power plant by 2027.

On January 6, at the Long Phu 1 site in Soc Trang Province, PVN, the Long Phu 1 Power Project Management Board (LP1PP), and associated units held a launch ceremony to accelerate the completion of the power plant.

Strategic measures to advance the project

Trần Toàn Thắng, Deputy Head of the Long Phu 1 Project Management Board, outlined the steps taken to address the project’s challenges.

PVN and the project management board have meticulously prepared for this relaunch by mobilizing resources, resolving obstacles, and completing necessary adjustments to the project’s plans.

In 2025, PVN aims to achieve critical milestones, including the approval of an adjusted investment plan, the selection of a new EPC (Engineering, Procurement, and Construction) contractor, and procurement of key equipment.

The ultimate objective is to bring the Long Phu 1 plant into operation by 2027.

A turbulent history

The Long Phu 1 thermal power plant, with an investment of over VND 29.5 trillion, was initially scheduled to complete its first unit by October 30, 2018, and the second unit by February 29, 2019.

However, the U.S. sanctions imposed on the Russian contractor, PM, severely disrupted the project. Key activities such as importing equipment and arranging financing were halted, with little progress made.

On January 28, 2019, PM formally announced its decision to terminate the EPC contract. By March 15, 2019, the contractor ceased all activities at the site and withdrew its project director by March 29, 2019.

At the time of suspension, the project had reached 77.56% of its planned progress.
