Chong didn't reveal the value of the deal, but according to a source, the transfer fee was about VND5 billion (US$238,000).
"Vinh is a key player for the national team. He is skillful and professional. He has also played in Japan and he was highly valued by his club. That is one of the reasons we decided to sign him.
We will play in the AFC Champions League next season so our club always welcomes experienced players," Chong said.
The national three-time Golden Ball winner will receive a monthly salary of VND40million ($1,900).
Binh Duong have also signed a one-year contract with striker Oseni Bolaji of Nigeria who played for V-League side Dong Tam Long An.
