The Civil Aviation Administration of Vietnam proposed not to licence a new airline in the current period.

Deputy Prime Minister Le Van Thanh has assigned the ministries of Planning and Investment, Transport, Finance, Construction, Justice, and the State Bank of Vietnam to consider key projects of IPPG.

Previously, Mr. Johnathan Hanh Nguyen, who is known as the "king of luxury goods" in Vietnam, sent a document to Prime Minister Pham Minh Chinh to report on his group’s key projects.

IPPG and its partners from the US, South Korea and other countries are actively working with related provinces, cities and ministries to implement 45 key projects in five investment fields in Vietnam.

Two outstanding projects are the establishment of a freight airline named IPP Air Cargo and a logistics center called Bellazio Logistics.

IPP Air Cargo plans to sign a memorandum of understanding to buy 10 B777 Freighter aircraft worth about $3.5 billion with Boeing (USA).

In June 2021, IPP Air Cargo Joint Stock Company, chaired by Johnathan Hanh Nguyen, asked the Ministry of Transport to approve the policy on investment in IPP Air Cargo project. The Civil Aviation Administration of Vietnam suggested that the Ministry of Transport should not licence the establishment of a new airline in the current period.

The Civil Aviation Administration of Vietnam then cited Official Dispatch No. 5833/VPCP-CN dated July 17, 2020 informing the Prime Minister's instruction on establishing new airlines in the new situation.

Accordingly, the Prime Minister agreed in principle with the proposal of the Ministry of Transport that "the establishment of a new airline will be considered after the aviation market recovers, expected in 2022".

Based on the Prime Minister's opinion, the Civil Aviation Administration of Vietnam proposed not to licence a new airline in the current period.
