Khanh Vinh is a mountainous district located in the west of Khanh Hoa province, in the middle of the road connecting Nha Trang City (Khanh Hoa) - Da Lat City (Lam Dong). The district has a population of nearly 40,000 people belonging to 25 ethnic groups, of which ethnic minorities account for 73.7%.

Sustainable development of ethnic minority areas

Khanh Hoa province has effectively implemented Conclusion No. 65-KL/TW of the Politburo on the implementation of Resolution No. 24-NQ/TW of the 10th Central Party Committee "on ethnic work in the new situation" and the overall development project on socio-economic development of ethnic minority and mountainous areas in the period of 2021 - 2030, which was approved by the National Assembly at the 8th session, to develop ethnic minority areas across the province strives to reduce the poverty rate of ethnic minority and mountainous areas by 4-5%/year.

The province has focused its resources for implementing the program, especially for investment in developing and perfecting socio-economic infrastructure in ethnic minority and mountainous areas, first of all building and repairing roads to the production area, serving trade and transportation of agricultural products and products produced by the local people.

The local authorities have also focused on fundamentally solving the problems such as dilapidated housing, lack of water for daily use and productive land, striving to achieve the district's socio-economic development goals in a comprehensive and sustainable way, reducing poverty in ethnic minority areas, and shortening development gap between ethnic groups; building and developing a variety of household economic models in the direction of replicating a number of key crops of the district associated with product consumption, supporting ethnic minorities to develop livestock, and develop the forest and garden economy.

Khanh Hoa has implemented the National Target Program to build new rural areas in 13 communes in Khanh Vinh district in the period of 2021-2025 with the goal of increasing the number of communes meeting new rural standards and upgraded new rural standards; maintaining achievements and improving the quality of criteria that have met standards to improve the material and spiritual life of the people; building rural areas with appropriate socio-economic infrastructure, economic structure and reasonable forms of production organization, associated with agricultural development with industry and services; linking rural development with urban areas.

By the end of 2025, Khanh Vinh district will strive to have at least two communes meeting new rural standards, and one of them will meet advanced new rural standards; there will be no commune that meet under 15 criteria. The average number of criteria for meeting new rural standards in the district by 2025 will be 15.62.

The district has mobilized all resources to effectively exploit its conditions, potential and strengths to develop community-based tourism; prioritize investment resources for tourism development in areas with potential; integrate tourism with programs and projects such as the new rural program and the one-commune-one-product program to promote tourism development, contributing to making community tourism a key economic sector of Khanh Vinh district.

Preserving ethnic minority cultural heritage to develop tourism

In addition to the implementation of ethnic affairs and economic development of ethnic minorities, preserving and promoting national cultural values is also an urgent task.

The district has many festivals such as the wedding ceremonies of the T'rin people; new rice and corn celebration, new house celebration, and grave leaving ceremony of the Raglai and Ede ethnic groups; Tung Con Festival of the Tay ethnic group; gratitude ceremony of Raglai people...

To preserve the cultural heritage of ethnic minorities, Khanh Vinh district periodically organizes the display and exhibition of images, artifacts, and traditional living utensils of ethnic minorities, festivals, cultural performances and exchanges of ethnic minorities in the district and in the province; promoting the value of cultural heritage on major holidays such as the Liberation Day of the South (April 30), May Day, National Day (September 2), Vietnamese Cultural Heritage Day (November 23).

In addition, to encourage Raglai ethnic households to preserve and maintain the organization of the Grave Leaving Ceremony, Wedding Ceremony, Gratitude Ceremony, and New Rice Celebration, every year, the local People's Committee allocates funds to restore festivals of ethnic minorities.

The district has planned and completed a project to develop community-based tourism associated with preserving and promoting the district's ethnic minority identities for the period 2021-2025, with a vision to 2030.

The focus is developing community tourism associated with local socio-economic development and resource protection, conservation and promotion of traditional cultural resource values of ethnic minorities; ensuring environmental hygiene and local security and defense.

To attract tourists, the district plans to organize traditional festivals such as the Festival of Eating New Rice Heads, activities such as baking and preparing dishes from fruits and stream fish of the Raglai people.

The local authorities have facilitated people to participate in the indigenous tourism process associated with traditional cultural activities of the T'rin people such as organizing T'rin wedding ceremonies, which includes activities simulating ancient customs such as cutting 100 bundles of firewood as a dowry, organizing the exchange of bracelets, wine and meat for the relatives of the two families.

The district has piloted the Raglai village model in a village in Khanh Trung commune. Coming here, visitors can experience the daily activities of the people such as farming, raising livestock, and preparing dishes of the Raglai people.

If they want to learn more about the traditions of the Raglai people, tourists can participate in classes on how to weave baskets, weave brocade or play ma la, play stone instruments, make Chapi instruments...

The local government calls for investors in 7 community-based tourism projects combined with eco-tourism in Khanh Thuong, Giang Ly, Khanh Thanh, Khanh Trung communes... with a total expected investment capital of 894.656 billion VND.
