The HCMC Department of External Relations has asked HCMC Chairman Nguyen Thanh Phong to approve the signing of two cooperation agreements between HCMC and Japan, set to take place on February 21, Thanh Nien newspaper reported.

Under the first agreement, the Japanese side will offer nonrefundable aid for the project to rehabilitate aging and deteriorating sewers with sewage pipeline renewal technology (SPR).

The second agreement is set to be signed between the head of the municipal urban railway management board, the director of HCMC urban railway company No.1 and the chairman of Japan’s Tokyo Metro to enhance the management capacity of urban railway systems in HCMC.

According to the initial plan, the signing ceremony was expected to take place at the Japan-Vietnam Festival 2020, scheduled for February 21-23.

However, due to the development of the Wuhan coronavirus, the festival has been suspended.

Despite this, the Japanese side expects the signing ceremony to be held regardless of the event.

Earlier, on January 15, Deputy Prime Minister Pham Binh Minh approved a draft agreement on the nonrefundable aid for the SPR project and authorized the municipal government to sign the agreement with JICA.

The antiflooding project requires more than VND467 billion in funding, with nearly VND400 billion in nonrefundable aid being contributed by JICA and the remainder being the city’s reciprocal capital. SGT
