On the morning of April 6 (local time), in Tashkent, Uzbekistan, National Assembly Chairman Tran Thanh Man delivered a keynote address at the High-Level General Debate of the 150th Inter-Parliamentary Union Assembly (IPU-150).

As the first parliamentary leader to speak at the session, Chairman Tran Thanh Man highly praised the assembly’s theme, “Parliamentary action for development and social justice,” emphasizing its urgent and practical significance.

In the context of a world facing unpredictable upheavals - from climate change to inequality and political conflicts - national parliaments play a crucial role in supporting and promoting sustainable development to address shared global challenges.

Chairman Tran Thanh Man stated that the IPU-150 Assembly provides a valuable opportunity for member parliaments to exchange views, share experiences, and seek solutions to advance global sustainable development and social justice.

He stressed that sustainable development must go hand in hand with progress and social justice, noting that development cannot be considered a success if a significant portion of the population is left behind. Therefore, it is the responsibility of parliaments to ensure that all policies aim to narrow the gap between rich and poor, guaranteeing that every citizen - regardless of gender, religion, ethnicity, or social background - benefits from the fruits of development.

Highlighting Vietnam’s efforts in this regard, he affirmed that the National Assembly of Vietnam has been actively working to build a fair legal and policy framework that fosters public participation in both policy-making and implementation.

Emphasizing that Vietnam is entering a new era of development - one of wealth and prosperity - he stated that the National Assembly is striving to refine the legal system, address institutional shortcomings, unlock resources, and promote scientific and technological application, innovation, digital transformation, green economy development, and energy transition. These efforts aim to drive rapid, robust, and sustainable national growth while ensuring social equity.

He affirmed: “The National Assembly of Vietnam is committed to continuing its cooperation with other parliaments around the world, determined to realize the noble goals of building a peaceful, sustainable, just, and better world for all humanity.”

Acknowledging the rapidly changing world, where today’s challenges may become even more complex in the future, Chairman Tran Thanh Man proposed directions for parliaments to enhance international cooperation, share experiences, and support one another in shaping development policies and responding effectively to current challenges.

According to Chairman Tran Thanh Man, parliaments should adopt a development-oriented mindset as the core of their mission and role. This includes perfecting the legal framework, enhancing oversight, and enabling effective implementation of inclusive, comprehensive, and breakthrough development policies.

He emphasized the need to place people at the center of all policies, reaffirming the essence of representative institutions. Social progress and justice must be the ultimate metrics of development.

He also called for strengthened coordination and international cooperation among member parliaments, especially in maintaining peace and resolving disputes and conflicts based on international law. The IPU forum can foster a stronger and more effective support network among its members.

Chairman Tran Thanh Man reiterated that no nation or society can achieve sustainable development without putting people at the center of all policies. He urged all parliamentarians and countries to take more vigorous action and unite in building a fair, prosperous, and sustainable world.

His speech drew positive attention and feedback from delegates of IPU member states.
