This directive comes in response to journalistic accounts of numerous foreigners renting and living long-term in social housing projects in Bac Giang and Bac Ninh, which are intended for workers and low-income individuals.
Citing clause 15, Article 75 of Decree No. 100 of 2024 by the Government, which details certain provisions of the Housing Law concerning the development and management of social housing, the Ministry has instructed the provincial governments of Bac Giang and Bac Ninh to ensure proper legal compliance by all functional agencies in addressing and resolving these issues. The local authorities are expected to report back their findings by October 3.
According to sources from VietNamNet, the provincial People's Committees of Bac Giang and Bac Ninh have also directed relevant departments and localities to clarify the circumstances involving foreigners living in social housing projects.
Mr. Phan The Tuan, Deputy Chairman of the Bac Giang Provincial People's Committee, has tasked the Department of Construction, in coordination with related agencies, the Viet Yen Town People's Committee, and the Yen Dung District People's Committee, to review, inspect, and address any violations if found.
The leadership of Bac Giang province has requested that the findings and actions taken be reported to the provincial People's Committee Chairman and the media by October 5.
Furthermore, the Department of Construction, in collaboration with the Department of Planning and Investment, the Department of Natural Resources and Environment, and the Viet Yen Town People's Committee, will inspect projects such as the Van Trung social housing area (by Fugiang LLC) and the Noi Hoang workers' housing project (by the consortium of Fuji LLC and Vinaco Investment and Construction JSC). The inspections aim to identify and resolve any existing issues related to land, investment, construction, management, operation, and usage, and to address any violations.
The agreed solutions should clearly define the tasks and responsible parties to ensure the completion of the projects according to the approved schedules. The results are to be reported to the chairman of the provincial People's Committee by October 10.
