VietNamNet Bridge – The General Department of Customs has released its conclusion on 722 Daewoo Matiz and Kia Morning car that were declared as small vans to evade taxes in 2009.

The controversy relating to the import of 722 cars of these brands occurred in 2009 when 36 businesses were listed in the tax arrears, mainly luxury tax. According to the customs agency, in the first half of 2009, these companies imported 722 two-seat vans branding Daewoo Matiz and Kia Morning, with 300 kg payload.

In a document dated July 2, 2013, the General Department of Customs instructed the Customs Departments of Hai Phong and HCM City to classify and collect tax arrears with the cars branding Kia Morning and Daewoo Matiz, which were declared as vans to evade import tax in 2009.

Accordingly, the HCM City and Hai Phong Customs Departments will apply the tax policy based on the conclusions of the Vietnam Registration Administration. The cars that are certified by the Vietnam Registration Administration for circulation as vans will not have to pay tax and vice versa.

The case occurred in 2009 but it has not been handled because of the disagreements among the General Department of Customs, the Vietnam Registration Agency and recommendations of the Government Inspectorate.

At that time, the Government Inspectorate recommended that for the cars that were imported before November 8, 2010, and were registered for circulation, the users are responsible for transforming a van into a passenger car. For the cars with incomplete customs procedures, the tax policy for vans will be applied.
