Jointly established by the Ministry of Foreign Affairs and the Ministry of Information and Communications, it is part of a Prime Ministerial directive on collecting, assessing, making public and using documents, maps and publications related to the ownership of the islands.

The directive also offers rewards for individuals and collectives who find and present documents.
