Hanoi Mayor Tran Sy Thanh on May 10 presided over a conference on solving problems and promoting hi-tech activities in Hoa Lac Hi-tech Park. One of the important topics of discussion at the conference was site clearance and infrastructure, especially housing for specialists and workers in the park.

The representative of FPT said the technology firm is carrying out large projects in Hoa Lac with a high number of workers, and most of them live in inner districts of the city.

FPT has to use 150 large-scale buses to carry its workers to the office and back. The vehicle leasing fee was VND50 billion in 2023 alone, while the figure may reach VND5 billion a month in 2024. 

FPT hopes that municipal authorities will run the programs on building housing and social infrastructure for workers in the hi-tech park.

In reply, a representative of the Hoa Lac Hi-tech Park Board of Management said the board is joining forces with local authorities of Quoc Oai and Thach That to speed up site clearance for housing projects and has asked for agencies’ support to settle problems related to housing development projects.

Director of the Hanoi Construction Department Vo Nguyen Phong said the municipal authorities have requested a land bank for housing projects when zoning Hoa Lac urban area.

“The mechanism will be included in the Law on Capital City (amended) which is expected to get approval in the time to come. This will give a foundation for the city to prioritize investment resources to the projects,” Phong said.

Thanh stressed that this will be a green technology district of the capital city, not a land area for factories and production workshops.

“This will be a district, considered as the 31st administrative unit. The apparatus to manage the unit will comprise sufficient divisions, not public non-business units,” he said.

Only with this approach (developing Hoa Lac into a green technology district) will problems in site clearance and investment be cleared. It will be a western city of Hanoi with a population of millions of people, in which Hoa Lac Hi-tech Park will be the core of the city.
