
The Standing Committee of the Ho Chi Minh City Party Committee has approved a proposal to shift funding for Metro Line 2 (Ben Thanh – Tham Luong) from ODA loans to the state budget. This decision is expected to provide greater flexibility in project implementation.
The Ho Chi Minh City government will also expand the project scope to include integrated infrastructure connections between Metro Line 1 and Metro Line 2 at Ben Thanh Central Station.
The city’s leadership has directed the Management Authority for Urban Railways (MAUR) to urgently implement the project under a special policy framework, following Resolution 188 of the National Assembly, which aims to expedite the development of the city’s urban railway network.
Project scale and investment
Metro Line 2 was initially approved with an investment of $1.3 billion but has since been adjusted to $2.1 billion. The 11-kilometer-long line will pass through six districts: District 1, District 3, District 10, District 12, Tan Binh, and Tan Phu.
Currently, land clearance for the project has reached 99.83% completion, and the relocation of technical infrastructure is expected to be finished by Q3 2025. The city has scheduled the groundbreaking ceremony for December 2025.
Meanwhile, districts along the metro route are developing Transit-Oriented Development (TOD) urban planning models around the metro stations. In Tan Phu District, authorities are reviewing a 26-hectare land area along Tay Thach and Truong Chinh streets for urban development.
