
According to the newly issued directive by the Ho Chi Minh City People’s Committee, social housing rentals funded by public investment will prioritize the following groups in order:
People with contributions to the revolution
Relatives of martyrs
People with disabilities
Households resettled under government programs
Women
Poor and near-poor rural households
Poor and near-poor urban households
Households frequently affected by natural disasters and climate change
Public officials, civil servants, and state employees
The Department of Construction or relevant housing management units will compile priority lists and allocate housing accordingly, without using a lottery system. If multiple applicants fall into the same priority category, selection will be based on the earliest application submission date.
For all other applicants, housing allocations will be determined by a direct or online lottery, supervised by the Department of Construction to ensure fairness.
Government’s ambitious social housing plans
As part of the government’s initiative "Investing in at least 1 million social housing units for low-income earners and industrial workers (2021-2030)", Ho Chi Minh City has been assigned a target of developing 69,700 social housing units.
From 2021 to December 2024, the city successfully completed six projects, delivering 2,745 units. Additionally, four projects with 2,874 units are currently under construction. The city is also processing legal procedures for 21 future social housing projects, which will add 40,000 units to the market.
For 2025, Ho Chi Minh City aims to approve investment in five new projects, totaling 20,000 units, and commence construction on 8,000 units across eight different projects.
Additionally, the city plans to auction eight public land sites for private-sector social housing developments, with three projects expected to break ground this year.
