On March 1, the Ho Chi Minh City Police Department held a ceremony to announce the implementation of new organizational changes mandated by the Ministry of Public Security.

The restructuring plan, aimed at enhancing operational efficiency, includes the dissolution of district-level police units while maintaining all core law enforcement functions.

Lieutenant General Le Hong Nam, Director of the Ho Chi Minh City Police, chaired the event, which was also attended by Nguyen Thanh Nghi, Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

The ceremony included the official announcement of:

The dissolution of district and Thu Duc City police departments.

The establishment of a new administrative framework for the Ho Chi Minh City Police Department.

Personnel adjustments, including early retirement approvals for six senior officers.

Key structural changes in the Ho Chi Minh City Police force

The reorganization aligns with a broader national policy to optimize law enforcement structures. While the elimination of district-level police departments might seem like a reduction in force, authorities emphasize that no law enforcement functions, personnel, or responsibilities will be lost. Instead, the restructuring aims to remove unnecessary administrative layers, allowing for more direct and effective policing.

Lieutenant General Le Hong Nam clarified that essential policing duties previously handled by district police will now be assumed by city-level police departments and local police stations.

To ensure a seamless transition, the police department has conducted a comprehensive review of its current assets, personnel, and equipment. Lieutenant General Nam stated that all necessary measures have been taken to guarantee uninterrupted law enforcement services.

Reduction in administrative units

Under the restructuring plan, the number of police divisions in Ho Chi Minh City has been reduced from 55 to 33, eliminating 246 sub-units at the team level.

Some responsibilities have also been transferred from other government departments to the police force, further consolidating operations.

Despite these reductions, the police department has reaffirmed its commitment to maintaining public safety and security. Future adjustments will focus on reallocating personnel and resources to enhance operational effectiveness.

Starting today, Ho Chi Minh City joins law enforcement agencies nationwide in implementing the new organizational model, marking a significant step in Vietnam’s police reform efforts.
