To upgrade and expand four major regional transport gateways, Ho Chi Minh City requires an estimated investment of over $2.3 billion under the public-private partnership (PPP) and build-operate-transfer (BOT) models.

On February 10, representatives from the Ho Chi Minh City Department of Transport confirmed that they had completed a pre-feasibility study and officially submitted it to the city’s People’s Committee for evaluation.

The proposal includes four large-scale infrastructure projects designed to enhance regional connectivity and reduce congestion.

These projects are expected to be implemented between now and 2028, under the special policy framework authorized by the National Assembly through Resolution No. 98/2023.

The proposed upgrades include:

Expansion of National Highway 1 (from Kinh Duong Vuong Street to the Long An provincial border)

Renovation and expansion of National Highway 22 (from An Suong intersection to Ring Road 3)

Expansion of National Highway 13 (from Binh Trieu Bridge to the Binh Duong provincial border)

Upgrades to the North-South axis road (from Nguyen Van Linh Street to the Ben Luc-Long Thanh Expressway)

Investment and financial breakdown

The total estimated cost for the four projects is over $2.3 billion, with the most expensive being the expansion of National Highway 13, requiring approximately $885 million.

Once reviewed, the People’s Committee will present the investment plan to the city’s People’s Council for approval during its February 2025 session.

Project details

National Highway 1 expansion (Kinh Duong Vuong Street to Long An border)

Now renamed Le Kha Phieu Street, this section spans 9.62 km.

Estimated investment: $663 million (including $32 million in loan interest during construction).

Funding: 59% from the city budget ($392 million) and 41% from private investors ($271 million).

Expected toll collection period: 21 years, 10 months.

National Highway 22 renovation (An Suong intersection to Ring Road 3)

Now renamed Le Quang Dao Street, this segment runs through District 12 and Hoc Mon.

Length: 8.03 km.

Estimated investment: $426 million (including loan interest).

Funding: 59.65% from the state budget ($254 million), with private investors contributing the remaining 40.35% ($172 million).

Expected toll collection period: 23 years, 10 months.

National Highway 13 expansion (Binh Trieu Bridge to Vinh Binh Bridge)

This elevated section runs through Thu Duc City and spans 6.3 km.

Estimated investment: $885 million (including loan interest).

Funding: 68% from the state budget ($599 million) and 32% from private investors ($286 million).

Expected toll collection period: 21 years, 4 months.

North-South axis road upgrade (Nguyen Van Linh Street to Ben Luc-Long Thanh Expressway)

This segment passes through District 7 and Nha Be District.

Length: 8.6 km.

Estimated investment: $403 million (including loan interest).

Funding: 47% from the state budget ($190 million) and 53% from private investors ($213 million).

Expected toll collection period: 22 years, 1 month.
