VietNamNet Bridge - HCM City People's Committee has approved a plan on organizing contests to select heads and vice heads of departments of the municipal and district-level agencies in order to choose qualified officials.

According to the scheme, besides candidates recommended by government agencies, all other civil servants and state employees are eligible for the contest. However, they must meet some criteria: having a university degree of the suitable major and appropriate certificates in English and computer use skills.

The first contest will be held by the HCM City Department of Home Affairs in June. Contestants will have to defend their action programs in front of a council. Their action programs will be also voted by staff of the related agencies. The winner is the one with the highest votes from the council and the staff, and the votes must be over 50 percent for both.

The result will be announced 10 days after the examination. The winner will be appointed to the position for a period of 5 years. However, if they fail to fulfill their tasks within 2 consecutive years, they will be dismissed.

So far, several provinces such as Da Nang, Quang Ninh and Dong Thap have organized exams to choose officials.

Mr. Le Hoai Trung, deputy director of the HCM City Department of Home Affairs hoped that this plan would help prevent corruption and improve the qualification of the city’s officials.
