The VND800 billion (USD34.48 million) project is located by the Saigon River.

The centre has been seven years behind schedule.

Construction on the 18,000-square metre, five-floor centre started in 2014 and was slated to be completed in 2015 but was then delayed until 2016. In 2018, the project’s completion was approved but with further delays until 2019. However, to date, only 80 percent of the work has been finished.

Much of the completed construction has already deteriorated. Piles of construction material and equipment are shrewd across the site.

Huynh Xuan Thu, a deputy office manager from the HCM City Department of Planning and Architecture, said that the disagreement between the project investor and contractor over construction materials was among the major reasons for the slow pace.

HCM City authorities have urged the investor and contractor to finish the project in 2023.

Once being put into use, the centre will focus on displaying the city’s planning and potential projects in different areas. It will also be a place to hold events on the city’s construction, planning and transport activities.
