The Ho Chi Minh City Department of Education and Training (HCMC DOET) has clarified that a recent English language survey targeting more than 47,000 teachers is not meant to assess individual competency.

Officials emphasize that the survey results will not be used for any other purposes, including performance reviews, salary decisions, disciplinary actions, or personal evaluations.

Ho Tan Minh, Chief of Office at HCMC DOET, addressed concerns about the citywide request for English proficiency surveys.

According to Minh, the survey data serves as a crucial and necessary input to help the city and the department gain a realistic, scientific understanding of the current situation.

The results will form the foundation for a new initiative titled “Gradually making English the second language in schools” - a key objective aimed at improving education quality and promoting international integration.

Minh stated that based on the collective results, the department will develop a calculated and feasible plan to enhance teachers’ foreign language skills. This roadmap will align with the educational reform outlined in Conclusion 91-KL/TW.

“This is not an exam for evaluating or ranking each teacher's abilities,” Minh emphasized. “Survey results will be strictly confidential and used solely for planning purposes. Individual outcomes will only be accessible to the teacher concerned and the working group tasked with analyzing the data as part of the proposal’s development.”

He also encouraged teachers to view the survey as an opportunity to objectively assess their own English proficiency.

By doing so, educators can proactively build personalized learning pathways and better prepare for international education trends, thereby opening new professional and teaching opportunities.
