At around 3.30pm on March 14, Mr. Nghiem Duy Hoang, 33, was driving a motorbike through the Minh Khai – Kim Nguu intersection in Hai Ba Trung District, Hanoi, when a traffic policeman of the Task Force 141 of the Hanoi Police Agency requested him to stop.

Hoang, who was not wearing a helmet, fled. Immediately, a policeman in plainclothes chased after him. When Hoang stopped, a man wearing a police uniform used a baton to block Hoang.

As soon as the motorcycle stopped, a police officer in the uniform of the police task force used a baton to block and beat Hoang’s face. Hoang fell down and fainted.

Some people took the victim to the nearby hospital for emergency aid.

Doctors said that Hoang had a lot of wounds on his face, neck and back. Specifically, his left cheek bone was broken and bled a lot.

Many people who witnessed the incident were very upset. They said they are ready to testify that the police used batons to attack the traffic violator.

On March 17, Major General Tran Thuy - Deputy Director of the Hanoi Police Agency – told the media that if these policemen are determined to assault the traffic violator, they would be punished under the law.

Colonel Pham Van Hung, head of the mobile police regiment said that the mobile police group involved in the incident includes three police officers in his regiment. These policemen have been asked to report about the case.

"We will review and strictly deal with the case in accordance with law, if the media and the people reported accurately," Colonel Hung said.
