The Hanoi People’s Committee has launched the project on training and improving the quality of cadres, civil servants and public employees in 2022-2025, with the vision towards 2030.
The subjects of the project are civil servants, leaders, managers at sub-department level and planning officers at sub-department level; civil servants belonging to department and agencies equivalent to department; people’s committees of districts, towns; and civil servants at commune level and public employees at public non-business units.
The training targets in 2022-2025 are as follows:
The training program to become specialists in the field of finance and planning would have 100 trainees, who are heads, deputy heads and planned heads and deputy heads of finance and planning divisions belonging to departments and agencies equal to departments, people’s committees of districts and towns.
The training program on urban management and development would have 60 trainees, who are heads and deputy heads of divisions, and planned heads and deputy heads of divisions related to urban development management, belonging to the departments of transport, planning and investment, natural resources and the environment, construction, foreign affairs, healthcare, industry and trade, industrial zone and export processing zone management board and the divisions under the city’s people’s councils.
In the field of IT, there would be 100 students, including IT civil servants belonging to departments and department-equivalent agencies, people’s committees of districts and towns.
In the field of science and technology, there would be 20 students, including heads, deputy heads and planned heads and deputy heads belonging to the city’s Department of Science and Technology.
In the field of human resources management, there would be 100 students.
About 100 would attend training courses in the field of education and training, and 100 training courses in healthcare.
Regarding the training of cadres and civil servants at the commune level, 900 chairs and deputy chairs of ward, commune and towns under suburban districts planned to become inner districts would be trained.
As for post-graduate training, under the project, Hanoi would send civil servants and public employees who are 35 years old or younger to training courses in developed countries. The training quota is 30 (five doctorates and 25 master’s degree holders).
Meanwhile, 240 civil servants would be sent to training courses in Vietnam to obtain 40 PhDs, and 200 master’s degree holders.
Of the five civil servants to be trained overseas for doctorates, one would go abroad in 2023, two others in 2024 and two in 2025. The total cost for the training is VND4 billion.
