
The Tay Ho District Project Management Board has officially announced its search for investors for the Ngoc Trai Opera House and the Themed Cultural and Artistic Park, a project designed to enhance Hanoi’s cultural and entertainment scene.
The project spans over 19.1 hectares, with the Ngoc Trai Opera House and the cultural park occupying more than 18.2 hectares. Additionally, the plan includes a 0.4-hectare parking facility and 0.5 hectares of road infrastructure to ensure accessibility.
Located in the Quang An Peninsula, the project falls within the 1/500 detailed planning scheme approved by the Hanoi People's Committee in November 2024.
The site is bordered to the east and southeast by Dang Thai Mai Street, to the west and southwest by West Lake, to the northwest by a residential area, and to the north by a planned road connecting Dang Thai Mai Street with Quang Ba.
Project timeline and phased development
The project is planned in two major phases. The first phase will focus on the construction of the Ngoc Trai Opera House, including supporting infrastructure, green spaces, parking, and internal roads. The second phase will involve the development of the themed cultural and artistic park.
According to the official timeline, preparations will take place from Q1 to Q3 of 2025, with construction commencing in Q1 of 2029. The project is expected to be completed by Q3 of 2029, with the opera house prioritized for early completion.

A vision for Hanoi’s cultural transformation
In January 2025, the Hanoi People's Committee approved the land use plan for Tay Ho District, listing 89 projects covering nearly 349 hectares, including the Ngoc Trai Opera House and the cultural park as newly registered projects for this year.
The Quang An Peninsula Master Plan envisions a green corridor, amusement areas, a spiritual cultural park, and a themed cultural and artistic park. The centerpiece is a modern, world-class opera house that will serve as a symbol of Hanoi’s artistic and cultural identity.
The Ngoc Trai Opera House itself will be constructed on a 25,600-square-meter plot, with a total floor area of 42,000 square meters, spanning two floors with a land-use coefficient of 1.6.
This ambitious project is expected to transform the Quang An Peninsula into a cultural and tourism hub, offering performance arts, entertainment, and premium hospitality services, setting a new benchmark for Hanoi's cultural and artistic landscape.
