The Hanoi People’s Committee has submitted a proposal to the municipal People’s Council to issue a resolution on allocating additional income for officials, civil servants, and public employees.
According to the proposal, in recent years, Hanoi has witnessed significant development, with the contributions of its officials, civil servants, and public employees playing a key role.
However, the Hanoi People’s Committee assessed that the current average salary of the city’s civil servants remains low. Annual adjustments to basic salary levels primarily compensate for inflation and are insufficient to cover the relatively high cost of living in the capital.
Under the Capital Law, Hanoi is permitted to use surplus funds from wage reform after ensuring adequate resources for wage reform implementation. The total allocation must not exceed 0.8 times the basic salary fund for officials, civil servants, and public employees.
The Hanoi People’s Committee proposes allocating over 9.9 trillion VND annually to fund additional income for officials, civil servants, and public employees. Based on calculations, surplus funds from wage reform to support this allocation at 0.8 times the basic salary fund can be implemented from 2025 to 2028.
According to the Hanoi People’s Committee, providing additional income aims to motivate and encourage officials, civil servants, and public employees to enhance their work efficiency.
Additional income will be based on the monthly performance evaluation and classification of officials and will be paid alongside the following month’s salary once evaluation results are available.
Using the allocated funds for additional income, units will distribute 50% of the funds equally to all eligible officials, civil servants, and public employees with a monthly performance rating of "meeting job requirements" or higher.
The remaining 50% of the funds will be used for those classified as "outstanding" or "good" in performance. Individuals rated "outstanding" will receive 1.5 times the additional income compared to those rated "good."
On November 19, during its specialized session (19th session), the Hanoi People’s Council is expected to review and provide feedback on this proposed resolution.
