Hanoi is planning to hire digital transformation and administrative reform experts with salaries of up to VND 40 million ($1,600) per month for its Public Administration Service Center. This initiative aims to boost efficiency and innovation in administrative procedures.

The Hanoi People’s Committee has submitted a resolution to the city council proposing budget allocations for hiring domestic experts.

These consultants will focus on digital transformation, administrative reform, and restructuring administrative procedures for the newly established Public Administration Service Center.

Experts with the following qualifications are eligible for the top-tier salary of VND 40 million per month:

A doctorate in a relevant field or a master’s degree with over eight years of experience in the specified domains.

A bachelor’s degree in a relevant field with over 15 years of experience.

Leadership roles such as team leader or project manager in digital transformation or administrative reform.

Mid-tier salaries ranging from VND 15 to 30 million per month are also proposed for experts holding bachelor’s or master’s degrees with three to 15 years of experience in these fields.

The policy is designed to attract highly qualified professionals with extensive experience to work with the Public Administration Service Center. Their expertise will provide training and support for officials and civil servants, enabling them to adopt advanced knowledge and practical solutions.

“This initiative represents a strategic step to revolutionize public service delivery, enhancing quality and ensuring the center fulfills its mission effectively,” stated the drafting committee.

Established on October 17, 2023, the Public Administration Service Center aims to reduce bureaucratic overlap and streamline administrative processes, benefiting both residents and businesses.

By integrating expert consultants, Hanoi envisions a modernized public service system driven by digital transformation and practical reforms.
