
Hanoi’s traffic police are ramping up the use of 600 surveillance camera clusters, which operate 24/7, to detect violations and issue remote fines, a representative from the Traffic Police Department of Hanoi announced on February 13.
Authorities will use the camera system to monitor traffic violations, including running red lights, entering restricted areas, and illegal parking. Offenders will be fined either on the spot or remotely using recorded footage.
“The enhanced use of surveillance technology aims to modernize traffic management, ensure better road safety, and improve the efficiency of handling administrative violations through digital enforcement,” the Hanoi Traffic Police representative stated.
How the camera-based enforcement system works

The 600 surveillance camera clusters, spread across Hanoi, continuously record traffic violations, with footage transmitted directly to the Traffic Command Center of the Traffic Police Department.
At the center, officers analyze video feeds, identify violations, record license plate details, and forward information to officers on patrol. When an infraction is detected, officers intercept the violating vehicle for an immediate fine.
For cases where on-the-spot intervention is not possible, data is stored, and violators will be required to settle their fines at the police station.
Additionally, when stopping a vehicle isn’t feasible, authorities will conduct further verification and send official violation notices to offenders, following the new regulations under Circular No. 73/2024.
Beyond enforcing traffic laws, the camera surveillance system also helps monitor road conditions, detect accidents, and prevent congestion, assisting security forces in maintaining public safety.
