Hanoi's Director of the Department of Home Affairs, Tran Dinh Canh, recently revealed that each civil servant in the city is currently responsible for serving 684 residents. To address this high demand, the city has announced plans to recruit 3,000 new civil servants and tens of thousands of additional public employees in the near future.

During a dialogue on October 14 between the Chairman of Hanoi People's Committee, Tran Sy Thanh, and local youth, Tran Kim Huyen, Secretary of the Hoan Kiem Youth Union, raised concerns about attracting and retaining talent in the public sector.

She emphasized that once the revised Capital Law comes into effect on January 1, 2025, Hanoi will have more favorable conditions to attract and utilize talented individuals.

In her remarks, Huyen highlighted the importance of selecting individuals not just based on salary and benefits, but also on their passion, sincerity, and genuine desire to contribute to the city’s growth.

Addressing the issue, Director Canh confirmed that Hanoi is committed to attracting talented individuals to public service by offering various incentives and policies.

However, due to staffing quotas and salary limitations, the recruitment of top students and skilled workers into the public sector has been restricted.

He noted that these challenges should be alleviated when the new Capital Law is implemented in 2025, offering more flexibility in recruitment and compensation.

Canh also pointed out that the national average for civil servants is one worker per 246 residents, making Hanoi’s ratio 2.7 times higher. To address this, the city has been authorized to hire an additional 3,000 civil servants and tens of thousands of public service employees.

Furthermore, by November 2024, Hanoi will propose new policies to increase income for public workers based on their job positions. These policies will also allow department heads to sign contracts with professionals for specialized roles.

During the dialogue, Chairman Tran Sy Thanh praised the thoughtful suggestions from the youth, recognizing their passion and sense of responsibility.

He emphasized that all city departments must take action to implement the issues discussed and ensure that the legitimate concerns raised by young people are addressed efficiently.
