Individuals targeted may be offered a salary as high as 20 times that of the country's base level.

They may be offered a salary as high as 20 times that of the country's base level. However, the employee must commit to working at municipal agencies for at least seven consecutive years.  

Individuals targeted will have come up on the top list of results from university exams, studying subjects that Hanoi agencies are in need of. Doctorates will be top-listed, especially those who can facilitate the socio-economic growth of the city, such as physicians.

The project would also reward instructors whose students excel in study and win academic prizes. Professors who contribute to the city's technological development will also be considered.

Those selected would be given employment at local agencies without having to pass the regular admissions tests. In addition to the higher salaries, participants of the programme will also have the opportunity to attend a number of training courses, both domestic and international, with financial support.

Prime candidates will be individuals who have outstanding academic records, especially in science-related fields, and those who have received recognition by being granted medals at the state level.
