Quan said that in the future Hai Phong will speed up the expansion of its urban space in order to meet the criteria of a centrally-affiliated city.
Accordingly, the city has approved a plan to build 67 public parks in inner wards in 2021-2022 with a total investment of nearly VND2 trillion from the state budget.
It is expected that in 2021 the city will build 21 parks at an average cost of VND22.8 billion. In 2022, Hai Phong will build 50 parks, with a total investment of more than VND1.46 trillion.
The city will also renovate and embellish pavements of six major roads in 2021, with a total investment of about VND195 billion, besides building new apartments to replace old ones.
According to a report of Hai Phong City People's Committee, the city’s gross domestic product (GRDP) in the first quarter increased by 13.22% over the same period of 2020, nearly 3 times higher than the national average.
State budget revenue is estimated at more than VND22.9 trillion, up 15.2% over the same period.
As of March 29, 2021, Hai Phong attracted $920.7 million of foreign direct investment capital (including newly granted and adjusted capital), 4.25 times more than the same period last year.

The Ministry of Construction (MOC) said that Hai Phong City has the legal right to form new districts and establish Thuy Nguyen City – Northern Cam River Urban Center.
