
According to the Hanoi Police Department, around 12:30 AM on April 7, two patrol units from Task Force 141 discovered a group of four individuals showing signs of impersonating police officers near 283 Tran Khat Chan Street, Thanh Nhan Ward, Hai Ba Trung District.
The group was caught carrying rubber batons, electric batons, and wearing red armbands labeled "Task Force 141" while stopping random road users for unauthorized inspections. The real 141 officers, with support from local residents, promptly escorted the suspects to the Thanh Nhan Ward police station for questioning.
Based on collected evidence, the Criminal Police Division identified six individuals involved in the impersonation scheme: Vu Quoc Hung (born 2003), Bui Quang Minh (2003), Vu Cong Anh Minh (2002), Nguyen Tran Tuan Hieu (2006), Tran Nhat Minh (2005), and T.M.P. (2009), all residing in Hoang Mai District.
Initial investigations revealed that the group had conspired since early February 2025 to impersonate officers from Task Force 141 to patrol and stop road users under the guise of traffic enforcement.
Hung and Anh Minh reportedly purchased props online, including rubber batons, electric batons, police-style helmets, red armbands marked "141", and flashlights to complete their fake police uniforms.
The group also staged and posted photos of themselves posing as 141 officers on social media platforms to show off, gain attention, and increase followers and engagement.
They would meet one to two times per week, don their red armbands, carry batons, and patrol streets in districts like Hoang Mai, Hai Ba Trung, and Hoan Kiem from 11:00 PM to 1:00 AM the next morning. If someone tried to flee during one of their fake inspections, they would chase and strike the individual with batons.
So far, police have confirmed two incidents where road users were unlawfully stopped and checked by the group.
The Hanoi Criminal Police Division is continuing to expand its investigation.
