Minister of Home Affairs Pham Thi Thanh Tra presented the government's report, highlighting that the establishment of Hue as a central city is a crucial step in implementing Politburo Resolution No. 54. This initiative is a fundamental precursor to achieving set goals by 2030.
Thua Thien Hue is a prominent center for culture, tourism, and specialized healthcare; it is also a national hub for science and technology, multi-disciplinary and high-quality education.
Minister Pham Thi Thanh Tra emphasized that the initiative to establish Hue as a central city would generate new development momentum not only for Hue but also contribute significantly to the Central region and the entire country.
Currently, Thua Thien Hue covers an area of over 4,947 square kilometers with a population exceeding 1.2 million. It comprises nine district-level administrative units (Hue City, Huong Thuy and Huong Tra towns, and six districts: Nam Dong, Phu Loc, Phu Vang, A Luoi, Quang Dien, and Phong Dien) and 141 communal-level units (95 communes, 39 wards, and seven towns).
Regarding the administrative reorganization, the Minister proposed establishing Hue as a central city based on its current area of more than 4,947 square kilometers and a population of over 1.2 million. Additionally, the plan includes forming two districts, one town, one new district, and several communal units within the central city based on the reorganization of relevant district and communal units.
The Government has asked the National Assembly's Standing Committee to consider the proposal to establish Hue as a central city and decide on the establishment of two new districts within Hue City. Furthermore, there are plans to establish Phong Dien town and reorganize several district and communal units from 2023 to 2025 in Thua Thien Hue province.
The National Assembly Legal Committee and other participating bodies agree on the necessity of establishing Hue City under central administration and reorganizing the district and communal units of Thua Thien Hue province. They believe that the current status of the province meets the required standards and conditions for the proposal to be presented to the National Assembly for consideration.
However, establishing Hue City under central administration and its districts, towns, wards, and communes will pose some challenges and difficulties in state management. Therefore, the Legal Committee recommends that the government, party committees, and provincial authorities of Thua Thien Hue give special attention to preparing the necessary conditions and planning specific solutions and directions.
