In the first quarter of next year, the Ministry of Home Affairs plans to lay out a public staff reduction policy.

During the fourth quarter, the Ministry of Labour, Invalids and Social Affairs will submit a supplementary pension insurance pilot programme to the Government for approval. In December, the ministry will also submit for approval the revised Law on Social Insurance.

The Law of Minimum Wage is scheduled to come out in 2015.

State-owned units will see both operational and financial reforms. Implementation plans will be released by ministries and sectors of the Government and the people's committees of cities and provinces nationwide within the second quarter of 2014.

Also last week, the Government issued Decree No148/2013/ND-CP, which stipulates stricter penalties for vocational training centres without operating licences.

Under the new decree, centres without proper registration could be fined VND40-100 million ($1,900-4,800). In some cases, they might also be shut down.
