Acting President greets former Mozambican President

Vietnam always attaches importance to its relations with Mozambique, and considers the country a priority cooperation partner of Vietnam in Africa, Acting President Dang Thi Ngoc Thinh told former President of Mozambique Armando Emilio Guebuza.

During a reception for Armando Emilio Guebuza in Hanoi on September 28, Acting President Thinh  thanked the guest for coming to the State funeral of President Tran Dai Quang, and also conveyed sincere thanks to the State and people of Mozambique for assigning the former President to Vietnam to pay tribute to Quang, who passed away on September 21. 

She affirmed that this is vivid evidence for the close and strong relations between Vietnam and Mozambique for over the last 40 years.

She congratulated the Mozambican people on new achievements in the national construction and economic development in recent years, affirming that Vietnam appreciated the role and position of Mozambique in Southern Africa in particular and in Africa in general.

Acting President Thinh wishes Mozambique successful local elections in October, which will be the premise for the successful organisation of the presidential and parliamentary elections in 2019, saying that the success of elections will be important for the Mozambique people to achieve greater achievements in the future. 

She also thanked Mozambique for supporting Vietnam’s candidacy as a non-permanent member of the United Nations Security Council in the 2020-2021 tenures, and suggested the two countries continue to closely cooperate and support each other in multilateral forums.

She called on the Mozambican Government to continue creating favourable conditions for the Vietnamese community to live and do business in the country, towards tightening the friendship between the two nations’ people.

The Acting President also suggested the two sides maintain the exchange of delegations, especially those at high levels, in the time to come, saying that Vietnam looks forward to welcoming Mozambique President Filipe Nyusi to visit the Southeast Asian country. 

For his part, Armando Emilio Guebuza extended deep condolences from President Filipe Nyusi and Mozambican people to the State and people of Vietnams, and praised the contributions made by the Vietnamese President to the Mozambique-Vietnam relationship. 

He said he believes that the State and people of Vietnam will soon overcome this difficult time and continue achieving greater achievements in the national construction and development.

Vietnamese, Chinese Party officials discuss bilateral ties

Politburo member, Secretary of the Party Central Committee and head of its Organisation Commission Pham Minh Chinh welcomed Zhao Leji, member of the Standing Board of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of its Commission for Discipline Inspection, in Hanoi on September 28.

Welcoming the Chinese guest, Chinh said he believes that Zhao’s visit will contribute to strengthening mutual understanding and political trust, as well as further development of the Vietnam-China comprehensive strategic cooperative partnership.

Zhao stated he is delighted to witness achievements in Vietnam’s renewal and international integration cause.

He showed his belief that under the leadership of the CPV, Vietnam will achieve all targets and tasks set at the 12th National Party Congress.

Both sides agreed that Vietnam and China need to continuously consolidate their time-honoured friendship, and step up people-to-people exchanges, especially between the young generations.

After the meeting, they attended the opening ceremony of a photo exhibition on Vietnam’s renewal and international integration achievements and China’s reform held at the Vietnam-China Friendship Palace.

The event, jointly held by the Vietnam Union of Friendship Organisations and the Chinese People's Association for Friendship with Foreign Countries, showcases 100 photos featuring achievements in Vietnam’s over-30-year renewal and international integration and China’s 40-year reform, and the bilateral comprehensive strategic cooperative partnership.

Communist Party of Vietnam delegation visits Japan

A delegation of the Communist Party of Vietnam (CPV) led by Phan Dinh Trac, Secretary of the CPV Central Committee and Head of its Commission for Internal Affairs, has been on a working visit to Japan from September 24 to 30.

While in Japan, Trac met with Vice President of the Liberal Democratic Party (LDP) Masahiko Komura; Head of the Secretariat of the Japanese Communist Party Akira Koike; Minister of Justice Yoko Kamikawa; and State Minister for Foreign Affairs Kazuyuki Nakane. 

The Japanese officials expressed their condolences over the passing of Vietnamese President Tran Dai Quang.

Highlighting the delegation’s visit in conjunction with the 45th anniversary of Vietnam-Japan diplomatic ties, they affirmed the bilateral relations are growing fruitfully.

They expressed their wish to boost collaboration with Vietnam and the CPV, saying that exchanges through the party channel created a foundation for political trust, hence fostering the development of economic cooperation, people-to-people exchanges, and linkages in other sectors. 

For his part, Trac praised the strong, comprehensive, and practical growth of the Vietnam-Japan extensive strategic partnership.

He presented his opinions on measures to reinforce bilateral relations and called for Japan to expand investments in Vietnam.

The delegation also had working sessions with the Supreme Court, the Public Prosecutors Office, the National Personnel Authority, and the National Police Agency to study their experiences in anti-corruption and judicial reform. 

The Japanese sides shared information on the performance of work ethics, corruption prevention, and completion of the legal system, and  pledged to support Vietnam in these fields. 

The Vietnamese delegation also visited Shizuoka prefecture and laid a wreath at a memorial stele for doctor Asaba Sakitaro, which was built 100 years ago by Phan Boi Chau, a Vietnamese nationalist figure. The doctor had given Chau great assistance when he was in Japan as part of the Dong Du movement in early 20th century that encouraged young Vietnamese to go East to study and seek ways to save the nation. The stele has become a symbol of Vietnam–Japan friendship.

President Tran Dai Quang commemorated in Spain, Venezuela

Vietnamese Ambassador to Venezuela Dao Thanh Chung offers incense to President Tran Dai Quang 

The Vietnamese community in Spain as well as more than 60 Spanish officials and friends have paid homage to President Tran Dai Quang at the Vietnamese Embassy in Madrid.

In the two days of opening the funeral books from September 26-27, the embassy received many messages of condolences from organisations and individuals as well as diplomatic representatives of different countries in Spain over the passing away of the leader.

Spanish King Felipe VI also extended his condolences to Vietnam over the loss.

Writing on the funeral book, Ambassador to Spain Ngo Tien Dung highlighted contributions of President Tran Dai Quang in different positions.

“The image of a President who devoted his whole life for the national reform, poverty reduction, sustainable development and international integration will be remembered by Vietnamese people,” he stated.

The Vietnamese Embassy in Venezuela also held a solemn ceremony and opened a funeral book commemorating President Tran Dai Quang.

In his speech at the ceremony, Ambassador Dao Thanh Chung said that President Tran Dai Quang was an excellent leader who made great sacrifices for the nation as well as important contributions to the national construction and development, a leader trusted by international friends and devoted to the growth of ties between Vietnam and other countries in the world.

The passing away of the President is a great loss of Vietnam and the international community, he added.

All the participants at the ceremony spent a minute of silent in memory of President Tran Dai Quang.

Venezuelan and international fiends in the country, as well as many delegations of local officials, political and social organisations, including a high-ranking delegation of Venezuela led by Defence Minister Vladimir Padrino Lopes came to the embassy to pay tribute to the leader and wrote on the funeral book. 

After learning about the leader’s death, Venezuelan Vice President Delcy Rodriguez and Foreign Minister Jorge Arreaza, through Ambassador Chung, conveyed their deep condolences to the Party, Government and people of Vietnam over the loss.

Vietnamese, Cambodian young officers foster exchange

Young Vietnamese and Cambodian officers joined a seminar and exchange programme held in Hanoi on September 29.

Lieutenant Colonel Tran Viet Nang, deputy head of the Military Youth Board under the General Department of Politics of the Vietnam People’s Army led the Vietnamese delegation, while Colonel Thoy Vanhan from Brigade 70 headed the Cambodian team.

Addressing the programme, Nang underscored that the Vietnam-Cambodia defence cooperation has seen strong growth and continued to be an important pillar in the relationship between the two countries.

Throughout the history, young military officers of the two sides have made significant contributions to the national construction and defence in each country, he said, expressing his belief that the visit by the Cambodian delegation will help deepen the traditional friendship and solidarity as well as comprehensive cooperation between the two countries and militaries.

Thoy Banhan thanked the Military Youth Board of Vietnam for hosting and supporting the Cambodian delegation to visit some units of the Vietnam People’s Army. He said he hopes young military officers of the two countries will have more chances for such an exchange in the future.

At the event, the two head delegates briefed participants on the situation of young officers of each side. They agreed that the young officers are major and direct forces in the implementation of political tasks, those who inherit and promote the glorious tradition of the military of each country during the past struggle for national liberation and current national construction.

The two sides concurred to strengthen education and popularization among young officers on the significance of fostering friendship, solidarity and cooperation between the two countries and militaries in the new situation as well as foiling all schemes to separate the two nations.

They asked the young officers to give proposals for stronger collaboration between the two militaries in personnel training and other activities.

Both sides should work closely together in searching and repatriating remains of Vietnamese martyrs and experts died when performing international missions in Cambodia, while supporting each other at international and regional forums, they said.

More condolences over President Tran Dai Quang’s passing

Leaders of foreign countries, communist parties and international organisations continued to extend condolences over the passing of President Tran Dai Quang to leaders of the Vietnamese Party, State and Government, people, and the President’s family.

Thai King Maha Vajiralongkorn cabled a message of condolences to Acting President Dang Thi Ngoc Thinh, saying President Quang’s passing is a great loss as the nation lost a leader who had dedicated his life for the stability and prosperity of Vietnam and its people.

The Acting President also received condolence messages from Queen Magrethe II of Denmark, King Harald V of Norway, and King of the Netherlands Willem-Alexander.

Meanwhile, Indian Prime Minister Narendra Modi sent a message of condolences to Vietnamese PM Nguyen Xuan Phuc. In the message, he wrote that President Tran Dai Quang is a distinct politician and a good friend of India, saying his passing is a huge loss of the Vietnamese Government and people as well as the Government and people of India. 

The Indian PM took note of the President’s contributions to deepening Vietnam-India friendship and cooperation. PM Modi said he has kept in mind his meeting with President Quang as part of his State visit to India last March.

President Abdulla Yameen Abdul Gayoom and Minister of Foreign Affairs Mohamed Asim of the Maldives respectively sent their condolences to PM Nguyen Xuan Phuc and Deputy PM and Foreign Minister Pham Binh Minh.

Condolences from President of Seychelles Danny Faure were also extended to PM Nguyen Xuan Phuc.

Condolences from communist parties worldwide were sent to the Communist Party of Vietnam (CPV) Central Committee and its General Secretary Nguyen Phu Trong.

General Secretary Trong received a condolence letter from Secretary Ngemela Lubinga of Tanzania's ruling party Chama Cha Mapinduzi. 

A similar message from secretary for external affairs Victor Manuel Lucas Rauz of the Communist Party of the Peoples of Spain’s Central Committee was sent to the Vietnamese Party chief.

The Central Committees of the Portuguese Communist Party and the Mexican Communist Party, cabled messages of condolences, while General Secretary of Mexico’s Labour Party Alberto Anaya Gutierrez sent a condolence letter to the CPV Central Committee.

Vojtech Filip, Vice Chairman of the Chamber of Deputies of the Parliament of Czech Republic and Chairman of the Communist Party of Bohemia and Moravia, delivered a condolence letter to leaders of the Vietnamese Party and Government and people.

A similar letter from Chairman of the Vatan Partisi (Turkish Patriotic Party) Dogu Perincek was sent to the CPV and Vietnamese people.

President of the World Peace Council Socorro Gomes cabled a message of condolences to the Vietnamese Government and the Vietnam Peace Committee.

Foreign Minister of Iran Mohammad Javad Zarif and Administrator of the United Nations Development Programme Achim Steiner sent their letter and message of condolences to Deputy PM and Foreign Minister Pham Binh Minh.

Front leader: Vietnam supports Cuba’s revolutionary cause

President of the Vietnam Fatherland Front (VFF) Central Committee Tran Thanh Man delivered a speech at the closing session of the 9th Congress of the Committees for the Defence of the Revolution (CDR) of Cuba in Havana on September 28.

Stressing the core role of the CDR in Cuba’s revolutionary cause over the past 58 years, Man expressed his belief that the largest mass organisation of the Caribbean island nation will take the lead in putting resolutions of the sixth and seventh National Congresses of the Communist Party of Cuba (CPC) into reality, and fighting against negative social phenomena and schemes of all hostiles.

He shared that the VFF is preparing for its ninth National Congress scheduled to take place in September 2019.

On behalf of the VFF, he pledged to maintain, protect and educate young generations on the special solidarity and comprehensive cooperation between the two Parties, States and people of Vietnam and Cuba.

At the closing session of the 9th CDR Congress, Carlos Rafael Miranda Martínez, member of the CPC Central Committee, was re-elected to National Coordinator of the CDR in the next five years.

Earlier, in his talks with Carlos, Man stressed Vietnam’s consistent policy of supporting Cuba’s revolutionary cause, and informed him of the country’s main achievements after more than 30 years of reform.

The VFF delegation also paid tribute to Vietnamese President Tran Dai Quang, who passed away on September 21 due to severe illness, at the Vietnamese Embassy in Cuba, laid flowers at late President Ho Chi Minh’s statue in Havana, and visited several economic, cultural and educational establishments in the country.
