The government has identified the roles and tasks of the Prime Minister and Deputy Prime Ministers, with Deputy Prime Minister Truong Hoa Binh to act as Permanent Deputy Prime Minister.

Prime Minister Nguyen Xuan Phuc, 62, will responsible for the government’s overall activities, under Decision No. 1527 released on August 17.

PM Phuc, who is also a Politburo member, was born in Quang Nam province and was re-elected as PM by the 14th National Assembly in July. He was previously a Deputy PM under the leadership of former PM Nguyen Tan Dung during the 13th NA.

He is responsible for directly instructing and controlling the following fields: strategies, scheduling and planning for the country’s socioeconomic development as well as regional planning, including in land use; strategy, scheduling and planning for the country’s finance, credit and monetary sectors; and State budget spending, State budget waste prevention, financial reserve funds, foreign currency reserve funds, and other funds of the State, deciding on the use of State Treasury, releasing public debt figures, issuing government bonds, and planning annual monetary supply, among others.

He will also monitor and direct the Ministries of National Defense and Public Security, the Vietnam News Agency, Vietnam Television, Voice of Vietnam, and the Ho Chi Minh Mausoleum.

PM Phuc will also be the Head of the State Steering Committee on the East Sea & Islands, the National Steering Committee for International Integration, the Central Emulation and Rewards Council, and the National Education Council, among others.

Deputy PM Truong Hoa Binh, 61, a Politburo member, will act as Permanent Deputy PM. Born in the Mekong Delta’s Long An province, he was previously the Chief Justice of the Supreme People’s Court.

He will be responsible for monitoring and directing administrative reform, preventing and controlling smuggling and trade fraud, preventing corruption, inspecting and resolving complaints or claims, ensuring social order and traffic safety, and countering crime, among others.

He will also assist the PM in monitoring and directing the Ministries of Home Affairs, Justice, the Government Inspectorate, the Committee of Ethnic Minority Affairs, the Office of the Government, and the Ho Chi Minh National Academy of Politics.

Deputy PM and Minister of Foreign Affairs Pham Binh Minh, 57, a Politburo member, was born in northern Nam Dinh province and will be in charge of external affairs.

He is responsible for assisting the PM in monitoring and directing foreign affairs and external relations, ODA and preferential loan mobilization, international non-governmental assistance, and other international non-governmental organizations, etc.

Deputy PM Vuong Dinh Hue, a Politburo member, was born in north-central Nghe An province and will be primarily in charge of macro-economic management. He was the Minister of Finance in the 2011-2013 period.

Deputy PM Hue, 59, is responsible for assisting the PM in monitoring and directing general economic planning, finance, price management, monetary, banking, and capital markets, the securities market, financial investment sources, the State Treasury, controlling and forecasting macro-economic policy, and restructuring and renovating State-owned enterprises, etc.

He is responsible for assisting the PM in monitoring and directing the Ministries of Planning and Investment, Finance, the State Bank of Vietnam, the National Financial Supervisory Commission, Vietnam Social Security, the Vietnam Development Bank, the Vietnam Bank for Social Policies, the State Capital Investment Corporation (SCIC), and Deposit Insurance of Vietnam.

Deputy PM Vu Duc Dam, 53, was born in the northern Hai Duong province and will be primarily in charge of social affairs. He was previously the Minister and Chairman of the Office of the Government during the 2011-2013 period.

Deputy PM Dam is responsible for assisting the PM in monitoring and directing education and training, science and technology, labor and social affairs, information and communications, culture, tourism, physical training and sports, health, population, and family and children.

He will also assist the PM in monitoring and directing the Ministries of Education and Training, Labor, War Invalids and Social Affairs, Information and Communications, Science and Technology, Health, Culture, Sports and Tourism, the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, and the Vietnam National Universities in Hanoi and Ho Chi Minh City.

Deputy PM Trinh Dinh Dung, 59, born in northern Vinh Phuc province, will be in charge of sectoral economic management. He was previously Minister of Construction.

He is responsible for assisting the PM in monitoring and directing industry, agriculture and rural development, exports and imports, construction, transport, natural resources and environment, FDI, and Vietnam’s overseas investments, among others.

He will also assist the PM in monitoring and directing the Ministries of Agriculture and Rural Development, Industry and Trade, Construction, Transport, and Natural Resources and Environment.

This government term is from 2016 to 2021.
