The ministry is required to report on solutions and implementation on the Decision on Irrigation Planning.

Meanwhile, the city is also being asked to report on the implementation of the Decision on Drainage System Planning.

Hai said there should be detailed information about targets, achievements, difficulties, disbursed investment capital, and plans to overcome challenges.

Proposals on capital as well as resolution of problems should also be included.

He has assigned the Ministry of Planning and Investment to work with related ministries, local authorities and banks to develop methods to supply capital for projects.

For many years, HCM City has faced serious floods caused by high tides, especially in districts 6, 8, 11, Tan Phu and Binh Tan.

To solve the problem, HCM City has invested trillions of dong on flood-prevention projects.

The projects have had positive results as floods have been prevented at the Co Bac – Co Giang intersection in District 1, and at other places in districts 10 and 6.

However, many new flooded areas have emerged, especially in the suburbs.

A report from the Department of Transport said there were 29 new flooding sites and 33 re-flooded areas by the end of last year.

Unpredictable weather conditions were attributed as the main reason. Last year, there were two heavy rains that exceeded the capacity of all flood-prevention works.
