On the morning of August 3, following the Party Central Committee meeting, General Secretary and President To Lam presided over a press conference to announce the results.
The conference was also chaired by Nguyen Trong Nghia, Head of the Party Central Committee’s Commission for Popularisation and Education, and Nguyen Duy Ngoc, Chief of the Party Central Office.
Lai Xuan Mon, Standing Deputy Head of the Party Central Committee’s Commission for Popularisation and Education, stated that the Party Central Committee conducted a vote to confirm the General Secretary position for the 13th term.
During the meeting, adhering to Party regulations and the Politburo's personnel recommendations, the Party Central Committee demonstrated high responsibility, intellectual focus, and democratic deliberation. They unanimously elected To Lam, a Politburo member and the President, as the General Secretary of the Communist Party of Vietnam for the 13th term, with 100% of the votes.
In his address, General Secretary To Lam pledged to uphold and build upon the revolutionary achievements of the late General Secretary Nguyen Phu Trong and previous leaders. He emphasized the importance of maintaining unity and leading the Party, government, and people to achieve the goals set forth at the 13th National Party Congress and successfully organize the 14th Congress, guiding the country toward sustainable development in the new era.
Born on July 10, 1957, in Nghia Tru Commune, Van Giang District, Hung Yen Province, Mr. To Lam holds a Doctorate in Law and is a Professor.
He has served as a Politburo member for the 12th and 13th terms, a Party Central Committee member for the 11th, 12th, and 13th terms, and is currently the President and Chairman of the National Defense and Security Council (since May 22, 2024). He is also the Deputy Head of the Central Steering Committee for Anti-Corruption and Negative Activities and a National Assembly delegate for the 14th and 15th terms.
Mr. To Lam began his career in the Political Protection Department I of the Ministry of Public Security in the 1980s. He held various positions, including Deputy Head, Head of Department, Deputy Director, and Director of Political Protection Department I - General Department of Security, Ministry of Public Security.
He later became Deputy Director and then Director of the General Department of Security I until July 2010.
From August 2010 to April 2016, he served as Deputy Minister of Public Security and then as Minister of Public Security from April 2016 to May 2024.
To Lam was promoted to the rank of General in February 2019.
On May 22, 2024, during the 7th Session of the 15th National Assembly, he was elected as the President, a position he holds to this day.
