VietNamNet Bridge – The Ministry of Foreign Affairs will consult the people’s opinion on the draft national report on the implementation of human rights in Vietnam, which is expected to present at the UN Human Rights Council in January 2014.

This is a national report under the Universal Periodic Review (UPR) cycle 2. Vietnam made the first review under this mechanism in 2009, accepted 96 out of 123 recommendations.

The draft is the result of the work of 18 ministries, government and National Assembly agencies, reporting the implementation of recommendations of the previous review and updating new developments in practice.

The report refers to the respect, protection and promotion of human rights, including civil and political rights (freedom of speech, freedom of the press, freedom of information, freedom of religion and belief, the freedom of assembly, establishing associations, the rights of prisoners, the right to be judged fairly, the economic, social and cultural rights and the rights of vulnerable groups (the elderly; gender equality and women's and children’s rights, people with disabilities, ethnic minorities).

Speaking at a consultative workshop on August 8 in Hanoi, Mr. Hoang Chi Trung, Head of the Department of International Organizations of the Ministry of Foreign Affairs, said that the consultation of the people is the opportunity to exchange and dialogue on the state policies in ensuring human rights, the achievements and the challenges to be addressed, through which makes the report to be balanced, comprehensive and reflect the actual situation on ensuring human rights in Vietnam.

Besides the government report, there will be independent reports from non-governmental and civil organizations on more specific topics.

After the report is presented at the UN Human Rights Council, Vietnam and other countries will receive questions and recommendations on human rights from the UN member states.
