The Ministry of Labor, Invalids, and Social Affairs (MOLISA) has issued a directive to provinces and cities, urging proactive measures to prevent and mitigate the impacts of natural disasters, in line with Prime Minister’s Directive No. 75/CT-TTg dated August 4, 2024.

MOLISA has called on localities to enhance disaster preparedness and response using the “four-on-spot” principle: On-spot command, On-spot forces, On-spot resources and materials, On-spot logistics.

Local authorities are also tasked with closely monitoring weather developments, including storms, floods, landslides, droughts, and other disaster risks, and providing guidance to reduce damages.

Authorities must swiftly address the aftermath of disasters, offering assistance to affected families, particularly those who have lost loved ones, suffered injuries, or are missing due to disasters.

This should follow regulations under Decrees No. 20/2021/NĐ-CP and No. 76/2024/NĐ-CP, which govern social assistance policies.

Where local resources are insufficient, provincial governments should submit formal requests to MOLISA and the Ministry of Finance for further support from the Prime Minister.

Local authorities must ensure:

Adequate food, clean water, and essential supplies for affected residents, particularly for households that have lost homes, are impoverished, or face hunger.

Temporary shelters for those displaced by floods and landslides.

Provision of essential items to prevent any household from facing starvation or a lack of necessities.

Provinces and cities are required to regularly compile and report on the damage caused by disasters and the progress of relief efforts to MOLISA. This ensures a coordinated response and timely support for those affected.
